MRV system, was announced firstly in 2007 via the UN Framework Convention on Climate
Change (UNFCCC) which was conducted in Bali, Indonesia for the purpose of monitoring,
reporting and verification the greenhouse gases (CO2, CH4, NOx). The most important a im of
the mentioned plan is reducing the effects of the climate change on the joints & partners. MRV
provides monitoring, reporting and verifying the actions decided to take for decreasing the
greenhouse emissions.
MRV is mandatory for the all commercial ships without considering their flags that engage cargo or passenger transportation in European Economic Area (EEA) and above of 5000 GT, excepting the ships owned by governments, sh ips performing non commercial operations, fishing boats and etc. Additionally, MRV is going to be mandatory for ships above 400 GT, as of 2025.
The commercial importance of the MRV will reveal with the ETS (Emission Trading Scheme). Briefly, the emission quantity calculated by the MRV Documents, is going to revert as taxes of greenhouse emission. Thus, it can be easily expressed that the MRV Docum ents are super important because of their role in calculating ETS.
The difference between DCS and MRV is, the IMO DCS requires annual aggregated data, while the EU MRV uses data per voyage. The IMO DCS requires data on the deadweight tonnage (the carrying capacity of the ship), while the EU MRV requires data related to transport work.
